2nd Hand License (Trade of Antiques License)

The Trade of Antiques License or 2nd hand license, falls under the Control of Sale by Auction and Trade of Antiques Act. However, the term “antiques” in this context does not only refer to historical artifacts but includes all used property as well. The license helps prevent the sale of stolen or illegally obtained goods, including items acquired through theft, robbery, fraud, or money laundering. Before issuing a license, authorities verify the dealer’s qualifications and dealers are required to keep very detailed records for tracking purposes.

Why is a 2nd Hand License Required

The license helps prevent the sale of stolen or illegally obtained goods, including items acquired through theft, robbery, fraud, or money laundering. Before issuing a license, authorities verify the dealer’s qualifications. Once licensed, the dealer receives a record book to track transactions, including the type and registration number of each item, as well as the details of both the seller and buyer. This process enhances the credibility and transparency of second-hand trading. In terms of fees, if multiple categories are being traded, only the highest applicable government fee is required. 

Sale By Auction

This license covers sales by auction, except for auctions conducted by government officials or for public benefit as approved by the Minister.

Trade of Antiques

The license covers trading of antiques including any 2nd hand goods, unless exempted by the Minister’s announcement in the Government Gazette.

Copy of the National ID card of the authorized director.

Copy of the house registration of the authorized director.

In case the authorized director is a foreigner: Passport / Work Permit.

A 2-inch color photo, facing forward, in formal attire (1 photo).

A copy of the corporate registration certificate issued within the last 6 months and company stamp.

Lease agreement or a letter of consent to use the premises, along with a copy of the ID card and house registration of the lessor, a copy of the house registration of the leased premises, and documents proving the ownership of the lessor.

A photo of the business location and graphic map.

In case applying for a license to trade in antiques or art objects: A copy of the license from the Fine Arts Department, as per the laws concerning antiquities, art objects, and national museums.
